It is almost 2008... we have the Internet, why do they have to be located in San Jose, California? You are limiting yourself on options big time.
When I go to Costa Rica I go without a travel agent's help... I like leaving myself open to my own schedule and it allows me to do my own thing AND save money!
But the first time I went down there I did use a travel agent... Tico Travel. They are located in Florida, but they specialize in Costa Rica and know a lot and were helpful for that first trip when I did not know anything about it down there.
