The first step is to get married in Costa Rica.
Then after the marriage is registered in Costa Rica you can both apply for her fiancee visa at the American embassy in Costa Rica or at immigration in the USA.
You can also register the marriage in the states or any other country you wish, this will need to go through a short process in Costa Rica after the registration of the marriage.

You can either do the fiance visa thing or you can marry her in CR then go back to the states and claim her.

Ok Im from Costa Rica, and my husband is US citizen (gringo). We got married in sept 7 years ago. We got our wedding in Costa Rica, and after that, we do papers work in the US embassy for my resident. All that happen right after 9/11 so take me about a full month to finally move here (USA). We had to do some interwiew about our relationship (question about his life, family, and for him question about me, family bla bla) They also check english and ask me about what is my plans in here, and some medical test too.
I don t know now how long takes do all this, I remember we call the US embassy for see was better for us, get married there or here (USA) they told us better there and do all paper work in there too, so we do that and Im happy legal wife in here.
