I want an all inclusive vacation in costa rica but i do not know where to go?

It needs to be a nice all inclusive, not cheap but not too expensive ether. I would like it to be on or near a nice beach that has some waves so that i can learn how to surf. The resort has to be decent as well.

everything u guys have said sounds great, though im just wondering how big the waves are at those you have mentioned are good for surfing because i have never surfed before
