Have you ever been there? I've never been there, but I have been to Honduras which is on the north side of Costa Rica. Very cheap to live there, but it is getting expensive. Anything American such as clothing will be super expensive. I can only suggest that you purchase a townhome or something similar now as to the prices are becoming closer to those of the USA. Price range for a nice townhome across from the beach can range from 150,000 to a million. You can probably pay your mortgage from the USA.

I actually read an article about that somewhere, I think its the top destination outside the USA for retirees. It has a stable government and economy and house are still cheap. I don't think it would be any more expensive than the USA probably cheaper considering you don't have to heat your house in winter

depends on your needs. Simple necessities, it can be very cheap. Do you have an elaborate lifestyle, then it can be very expensive. For a person with a $1200 a month or less. I would look for a different country.
