Costa Rica's electrical supply and accessories are the same as north America.
You may want to get the language pack if the programs you have can not be switched to Spanish. Most programs Windows, Apple, Free Office) have had the capacity for languages for several generations of operating systems and programs.
You are allowed to bring in a tax free computer per entry per person; it is part of the country's modernization program.

There will be no problem with that. Costa Rica's communications are reasonably efficient and advanced as well.

There's no reason why it shouldn't. The only problem you may run into is an adapter for a wall outlet. There's also a small red switch on the back of your computer (near the power cord) for changing voltage settings for the power supply.
