There are plenty of places and Miraflores is certainly a nice one (though not so cheap). But Lima is not such a paradise, I'd recommend you visiting Trujillo. It's a warm city, its beaches are quite and suitable for surfing, its streets are cousy and people are attentive. Hotels are cheap and if you want to, you can make some acquaintances there just to give you an "underground" tour (and also to teach you some free spanish). Just be understanding with "micro" drivers, they can be sort of rude.

you'll find lots, loooots of inexpensive places all over peru, from US$ 10 the night up to more than one thousand. that will depend on what city you go and what you expect.

Sorry but Miraflores (Lima) I think is the most expensive district where you can stay in Perù!!!
I suggest to buy a good guide, like Lonelyplanet or Rogue, read very well and then when you arrive in the place search, because it's easyer to haggle (negotiate) the price in the place, this is normal in Perù, with the taxi too...don't worry the peruvian are very nice people.
I went to Perù last February and I felt in love with this beautiful country!
