i have met many people who have opened up a hostel or some other type of business there. lots of hoops to go through, but it is absolutely possible.....that is, unless something has changed very recently.

there is a german couple that has a hostel in the orisi valley, and many people in the tamarindo area (beach in guanacaste) have opened up businesses.

i do not have the answers, but try to contact one of them to see if they can get you started in the right direction.

does no matter where you are from, you can have properties in Costa Rica, houses,land, business or anything.
getting all permits is not a problem.
you will need most of this you can get it in the same town.
there are a couple of hotels for ale in la Fortuna Near the Arenal Volcano
