ICE Instituto Costaricense de Electricitidad (the Phone company) sells phone cards for local or International calls. They cost from 500 - 3000 colonies ($1 - $6) International to USA costs about $ .17 per minute. Cards are available at banks & grocery stores, and lots of other places.
