I just checked with my daughter and she uses turbo net by Claro for internet and cable.
She says it is pretty reliable, but it does sometimes not work.
But overall is pretty good.
I had friands that lived on Lago Coatepeque near Los Planes.
And they had pretty good service but often the lines would get stolen.
There are very few areas that don't have internet acess in El Salvador.

The Internet service here is provided by several companies nationwide. It's rare the location where there isn't a why to have the service at home. And Internet cafe are also very popular in every city (big or small) so i don't think you'll have any problem here with that.... if you can have a phone line you can have access to the Internet!
