I am staying in the Congreso area for two weeks and have not seen to much written about that in here.

I agree with the first two posters here. I have stayed in the Congreso and also the San Telmo neighborhoods.I've never had a problem either place or anywhere else I went in the city.
If you have a few minutes take a look at this guys blog, lots of good,first-hand information. I met him the last time I was in Buenos Aires. He's a very personable guy and he really knows the city. I'm sure I you had a specific question about anything or anywhere in the city you could email him.
Have a great trip!

That's a decent neighborhood, but not as upscale as Palermo, Recoleta or Retiro neighborhoods. You shouldn't have any problems.

Buenos Aires is a safe city ,but like all large cities don't walk down dark streets at night.
If you are not sure take a metered taxi , they are dirt cheap.

Yeah! I lived in Buenos Aires some months and I can say that it's a safe city, I never had any problem. Maybe it's wasn't that safe a couple of years ago, but now it's getting better.
Congreso is a good neighbourhood. But I was staying near the obelisc and then San Telmo (very touristical place), the police is everywhere. But be careful, as in every big city don't walk lonely streets. ;)
