Puerto Rico is a commonwealth of the US. Basically, it elects its own government and its citizens are technically US citizens, but they aren't taxed like US citizens. They also don't get represented in Congress. It's not a state, and it's not technically it's own country since it's part of the US.
Puerto Rico is probably going to remain that way for the forseeable future, too, since they reap a lot of benefits from being a US commonwealth

not really, it's more of a territory or commonwealth.it's classified as an independent taxation authority, but they still pay certain US taxes like import/export taxes, federal commodity taxes, social security taxes, etc.
