Overall, it is a safe country. The government is stable, and you don't have any paramilitary groups wandering around. Kidnapping is not a major issue. However, like anywhere, there is still risk. Your biggest risk is petty crime, mugging, and theft. Keep your wits about you and follow your instincts. Don't go anywhere alone, don't carry valuables, or if you must, keep them well-hidden. I would seriously consider investing in one of those money-belts you wear at your waist. Costa Ricans typically do not carry the amount of cash that Americans do. Be alert, but not afraid.

As far as schools, the University of Costa Rica (UCR) is a well-respected school. In CR, the UCR accepts qualified students and puts them on scholarship according to their need. The students who didn't make it in there can pay to attend a private university. As a result, the more prestigious school is the public one, while the private schools are less so (opposite the typical US pattern). There are others, but stay in the Central Valley area (San Jose, Alajuela, Heredia) for the best ones.

It's as safe as most of the US. There are places in San Jose you don't want to go. But by and large it is safe.
The kids test a little higher than ours. But most places do.

Costa Rica is the safest country in Central America to live in and they do have schools there.
