Is mace/pepper spray legal in Peru?

I don't speak Spanish, but am helping my girlfriend do research for her trip to Peru. Can anyone tell me if pepper spray/mace is legal in Peru? Are the laws different for different "states" and cities in Peru? She will be just outside of Arequipa for most of her trip.

I live in Peru and they are not illegal. They are quite difficult to find here but my only concern is that she will travel by plane and it is illegal to fly with these items! So how is she/you planning on bringing them to Peru? Peru is not a federal country so there is only one law for the entire country, different states do not have different laws.
If she is worried about her security (thus the use of pepper spray) I recommend she sticks to good neighbourhoods like Miraflores or San Isidro and that she doesn't walk alone at night and things you wouldn't do in any country anyway.

You can buy pepper spray in Peru at places like Armaq (at the Jockey Plaza shopping center), so it shouldn't be a problem. your biggest problem is going to be getting it in the plane.
Best to buy it here in Peru when you arrive.

PD: As soon as you walk out of customs in the airport, get an official taxi, don't wait until you're outside immersed in the crowd of people waiting for relatives and pirate taxis looking for a client. There is were most unsuspecting tourists get things stolen. After that, you'll have no problems in Lima, which is generally safe.

Mace and pepper spray (2 different agents) are a gray area in Peru. A lot of people have them, but if the police wants to give you a hard time for it, they can.

Keep in mind that mace and pepper spray are illegal to pack and bring on a plane, even in checked baggage, as the altitude will create too much pressure and cause them to explode. There are special canisters that are made for air travel, but they are only sold to those that are licensed to use it.
