This question is doomed because any supposed answer to it would be false. Except for this one.
In Panama city,Panama you cannot see the sun rise on the Pacific and set on the Atlantic. Why? because Panama city is located on the Pacific ocean and so you cannot see the Atlantic side unless you drive some 80 kilometers. So the answer is no, you cannot see the sun rise and set on the same city but two different oceans.
If however you ask "If Panama (the country) the only country were you can see the sun rise on the Pacific and set on the Atlantic" then it would be a more accurate question with a lot of possible answers.
If that was the question the answer would be that Panama being the absolute narrowest point on the Americas you could perform this feat if you drive the 80 kms. which is totally possible.
It would also be possible to do in other countries that have coasts on the two Oceans (Colombia, Mexico, Nicaragua, Costa Rica, US) if you can spare the money to buy a plane ticket to go from ocean to ocean.
Another alternative where things get a bit more open to interpretation would be to go down to the southernmost tip of South America, right on the Magellan Strait and see both oceans come together. |

It is impossible to see the sun rise on the Pacific Ocean because it is on the west coast of Panama (and Panama City as well) so one can see there the sunset only, the sunrise is on the opposite side of the country (which very accurately others have indicated is just 80 km away...) on the Caribbean Sea or Atlantic Ocean... |

The only point were you can see both the Atlantic and the Pacific oceans at the same time is Mount IrazĂș in Costa Rica. It follows that the only place were you could see the sun rise in one ocean and set in the other would also be Mount IrazĂș in Costa Rica. |
