Contaminated might be too strong of a word. But it probably does have bacteria that you're not used to in the states that might cause problems. When in doubt be safe and drink bottled water (or filter/purify first).

It depends on where you are in the country? Most of the places are safe, but you may want to purchase a small activated carbon filter ($20-$40) to purify water just to be safe.

Look, i took this from wiki:

"According to a survey of the Superintendency for Residential Public Services in 2004, in Colombia, only 72% of the users had water of potable quality while 28% had water of non-potable quality mostly due to bacterial contamination."

However, in colombian main cities like Bogotá, Medellín y Cali, the coverage of water is high and the percentage (of users receiving non-potable quality) is relatively low compared to those in rural areas.

Anyway, if you are travelling there, buy a water boiling machine or smthg similar cuz u can never take water directly from the sink unless you boil it, if that is what u mean.
