 Peru - why aren't we allowed to mail used clothing to someone in Peru, from Canada?

Yes there is a national tax you need to pay and it's 6 dolares or 18 soles.
Check the airport's web page.
Even if it's the same country as the other person says, there is a national tax (check the web page!) and everyone (peruvians or not) must pay the 6 dollars tax which sometimes may have been included in the price of the ticket. Check that at the counter.

Yes, I think it's about 15 usd.

Yes you pay a departure fee, but it is not a tax as much as an airport fee.
Unlukily there have been so many bankruptcies in the local airlines that the operator of the airport is reluctant to charge the fee through the ticket (afraid that the airline will go bust and the airport fee will be stuck in chapter 11 negotiations) so they charge it directly to the passenger at the airport.
The fee is 18 soles or US$ 6
