It depends, it can be the end of spring or the beginning of summer. In the southern hemisphere, summer starts on December 22nd. Lima during this season will be sunny and warm and the temperature should be around 26-28 degrees Celsius.

I live in Lima. Lima is very humid all year long, reaching sometimes 99%. December is warm and sunny, temperature is in the 70's . If you're only planning to stay in Lima, it's a good time to go to the beach, but if you wanna visit some other cities in the highlands, the rain season begins in December, so I don't recommend it.

I was in Peru for Christmas last year (including Lima and Arequipa). It's summer in December and the weather was warm and sunny - and at times very, very hot especially in the city.

I was in Lima around the 1st of January and it was warm and dusty. We were told by a tour guide that it rarely rains in Lima if ever. We went to Cusco and it was still warm but chilly enough to want a sweater.

December is the middle of summer. The days will get to about 85 F, and most days sunny in the summer. The beaches in Lima will be crowded, but if you go a little to the North, or South you can find some beautiful beaches. I have been there in all seasons, and didn't find a problem with smog.....
