That depends of how do you like to live, Panama has maybe the most modern latinoamerica city, and for something they call it the Miami of central america, and good because a city has many things, Guatemala is different in many aspects, here we have a big city too, but you can find many others things, like variety of climates, prehispanic culture, colonial culture and the present time, in Guatemala you can go from the heat to the cold in less than 1 hour and traveling in car, and if you are interested in to live in anyone of the two countries, I already gave you some data so that you choose.
Ahh and what is said about the deliquency in our countries, many things are exaggerated.

I just responded something similar somewhere else. This answer is going to include stuff you didn't even ask about, but I am going to paste it here and take from it whatever may be useful to you and ignore the rest:

I definitely agree that before moving you should do some research on your own and ideally visit the country.

That aside, I'll tell you what I know. Well, you've got to think this though. These countries are not lacking any comodities, lifestyle, etc. Their main problem is that MOST people don't make enough money for their survival and very few ARE DISGUSTINGLY RICH. So, their problem's the economical unbalance, their weak (almost inexistent) middle class. A good economy relies on a strong middle class (that creates balance). Bottom line, they are not lacking nice malls, high class lifestyle, fancy cars, mansions, etc. all of that's available, it's just that most people can't afford it. Now, you are going from a good starting point, with dollards/euros that multiple once you move there and the cost of living's really cheap. Meaning, you are going to have a nice life no matter what central american country you go to and plenty of places where to spend your money to acquire what you need.

All Central America has what you need economically speaking and they all are stable and don't have internal wars or anything like that. So, their economy isn't the best for the situation I explained before, but it is stable and that's all you need, since their unbalance has nothing to do with you and won't affect you. Infrastructure's pretty much the same, some have it a little better than others, but nothing drastic to make a significant difference from one another. Women, they all have pretty good looking women, though you won't see them walking down the streets. It will be mostly in social places/events (nice restaurants, clubs, touristy areas, sporting events, etc.). Soccer's IT over there, so become a fan, because now that the World Cup's coming up, they'll all come out wearing sexy stuff to watch the game in sports bars and such.

To learn spanish, there is no beating Guatemala. Their schools are the best and the country is really beautiful. It's a tiny country but you find almost everything you need for sightseeing: Beaches (they are not that pretty though, I must warn you, but you will definitely have fun anyway), ancient cities (from the baroque spanish era), the biggest mayan city with the most pyramids (Peten), great music and festive caribbean invironment (Izabal), their national bird's a rare species and such a pretty bird, you can actually see it mating in march (Coban), great climbing (they have about 32 volcanoes, some of them still active), the most culture variety (27 languages, most of them indigenous, plus the garifunas-african descent). One of the most beautiful lakes sorrounded by 3 volcanoes (Solola). Variety of climates, nationally grown (and fresh) vegetables and fruits. Guatemala's a dream if you have some cash with ya and like I said, almost everything's so cheap.

Though I truly love Guatemala but, to be honest, the quality of life is better in Panama.
Guatemala is great to visit.
