I assume you are not looking for American style restaurants like TGI Fridays or Bennigans.
My reccomendations are:
El Patio Mexicana (upscale Mexican dishes, good atmosphere, located behind the El Panama Hotel)
Cafe Bahia at Hotel Caesar Park Hotel
Restarante Las Tinajas (has a touristy floor show but it's fun)
Bolero's (Cuban fare, located just off Avenida Balboa)
MovetoLatinAmerica
TGIFriday's (in Paitlla, an area of Panama City.)
Tinajas for local food & shows. (in Cangrejo, another area of Panama City.)

Las Pencas- on the Amador Causeway in Panama, just by the Bridge of America is a pretty good resturant. If I remember correctly on Wednesday night they have a buffet and a show which is pretty good. The food is pretty reasonable. I really had my full when I ate there and the show was pretty intresting, is is of the custom dance of the country and they wear the traditional dresses. This is located on the causeway and there is a nice scene of the canal and Panama City from this area.
Here is some additional information: Pencas: Restaurant and Bar with a great view of the City. Email: bidsa@sinfo.net Tel:+507-211-2579
