I don't know where you got that information, but looks to me like are minimum temperatures in Centigrade degrees.
I am argentinian, and I had been in Chile, Peru, Bolivia , Uruguay and Brasil, and that data is not average temperature of winter

I think the temperatures that are negative sound very moderate compared to the coldest temperatures of the state capitals of the states in the US.

Maybe it just shows a lot of the South American continent is of a very high elevation,which tend to have cold environments,that's all!

Lima is not very cold but it is very humid and cloudy.

I live in Argentina and I think the weather of Buenos Aires in winter is false because the temperature in that time here is on 2-3 grades centigrades.

I would have thought La Paz being the worlds highest capotal city would have actually been colder than all the others.
