All the spanish spoken in South America is in general easy to understand, but the one that is the most slowly and that use not as many slangs as other countries is Peru.
Colombia also has a good and nice spanish, in particular, its accent is very nice. Also Venezuela.
Ecuador's spanish is quite fast and the accent in some words is funny.
Uruguay, Paraguay and Argentina have a particular spanish, they used heaps of slangs and several words have been changed by them and differ from the " Real Academia Española" for example, words like llama a alguien (call sbdy) everybody in South America would say "llama a alguien" but they say "llamá a
alguien".
The Spanish in Chile is very hard to understand due to is very fast spoken and even for a native speaker is hard to understand if they speak fast or using its locals slangs.
Bolivia's spanish is also slow but they have a strange accent because of they race that comes from highlands.

I hope this help you to understand a little bit how is the different spanish in South America

Absolutely Colombia. I'm a non-native Spanish speaker but have lived in several Latin American Spanish speaking countries and have visited all the rest. There is no doubt that Colombia has the purest accent. In fact, Spaniards joke that Colombians speak better Spanish than they do. It's actually very true.

Colombia has the reputation of being the best Spanish spoken country in Latin America and even Spain. It all comes down of our better use of grammar.

I must say Colombia, we have one of the most understandable accents, specially Bogota, I love medellin's accent, but sometimes it's not that easy to understand
