no can be, Madoc was in America in the XII century, and Machu Picchu was an Inkan city, Inka civilization is much newer than pre inkan old civilizations, and even they probably didn't have too much to do on that century. Machu Picchu was done in the XV century, more than 300 years after what is known about Madoc.
