I don't remember seeing any jet ski's there. Surfing is definitely huge and the adventure tourism concept is always a good one for this location.

Hurry up and get to Jaco Beach. There is currently no Jet-Ski Rental business on Jaco Beach and the first one to make it through the red tape and logistics and actually open one there will do extremely well

Jaco Beach is the #1 destination in all of Costa Rica and the most visited and developed beach town in the country. I would love to see someone set up a Jet Ski and Para-Sail operation off of and in front of Jaco Beach.

There was someone that had tried to do so out of Los Suenos and neighboring Herradura beach, but failed because nobody wanted to have to drive there to Para-Sail or rent Jet Skis/Wave-runners.

Regarding the second most visited beach in Costa Rica, at Manuel Antonio, just an hour South of Jaco, there are already 2 operations up and running there that pretty much have the market cornered.

You would succeed very quickly and more so than any other location in Costa Rica, if you set up shop on Jaco Beach.

Jaco - Gringo beach town in Costa Rica
Manuel Antonio/Quepos, close to San Jose and good for day trips
Tamarindo - Solid surfing spot with some nightlife and good eating
Mal Pais - A longer trip from San Jose, in Guanacaste, this is a good Costa Rican surfing town with lots of C.R. flavor
Playa Avellanas - A little tough to get to but almost no one is there, you will have the beach to yourself and it's beautiful
Roca Bruja (Witches Rock) and Playa Grande - Excellent surfing spots

There are many tourist beaches, but the first three that come to mind are Jaco, Montazuma and Quapos. You'll probably want to focus on beaches that are "adventure" oriented rather than nature oriented.
