Probably Caracas as Venezuela is currently ranked number 4 of the 5 most dangerous countries in the world.Mexico/Mexico City isn't on the list.
Medellin,Colombia is Numero Uno...The most dangerous city&country in the world.

Corrupt law enforcement does not do much to keep civil order, as many policemen themselves are delinquents in uniform. This causes victim citizens to take orders into their own hands. Hitmen can be hired for as little as $20. People are shot and killed for petty reasons such as dirty looks and insults. Murders in Venezuela average 5 per day in a nation of 25.6 million.

I've never been in Mx city, but i lived in Caracas and believe me... it's dangerous

I cannot say which one is more dangerous since I've never been there,but I assume that Mexico City. it is way way biggest than Caracas with more people,so if it has more people,it has more crime than Caracas in my opinion.

Caracas is more dangerous. Mexico City is only scary...you feel like your life is in danger more than it actually is.
