It depends upon your definition of better. Mexico is bigger, has more people, closer to US. I think its proximity to US makes it a little more advanced technologically.
El Salvador is quite a bit smaller, quite a bit less populated, a lot more rural, and a lot more tropical.

I am from El Salvador so I am going to say El Salvador but it is entirely up to you. For one thing El Salvador is a lot cheaper then Mexico and form El Salvador you can view great sceneries and the easily transfer on a safe bus to Honduras or Guatemala for $11. Besides El Salvador is safer. Believe me you will have a blast in either country (but go to El Salvador please lol).
