Peru, Ecuador, and Columbia are easy to enter, cheap, and relatively safe. Yes even Columbia, it just has a bad rep. Going to Argentina and Chile would be safer, but more expensive. Brazil would be less safe and more expensive. Bolivia is cheaper but less safe (and you have to pay for a visa if you're form the US)
