There isn't a safest country in the world! However, if you base your answer according to crime rate, etc, then I agree it would be Costa Rica in Central America and Uruguay in South America. Chile was the safest years ago but if you watch the news, you will see an alarmingly increased rate of house robberies, theft in general, crimes, etc.

Central America: Costa Rica or Panamá
South America: Chile, Argentina, Perú, Colombia (despite bad rep has gotten VERY VERY safe during recent years)
