That building is called "El Helicoide". Currently is the headquarters for one of Caracas police departments (yes, we had different PDs) but originally it was intended to be a mall. Go figure. It was conceived in 1957, was supposed to have like over 300 stores and even a TV studio. But after Marcos Peres Jimenez's dictatorship fell in 1958, the Helicoide's investors fled the country and it was never finished... The police kept it.

The Poliedro - which is another similar structure mentioned in one of the previous answers - it is not located at the place shown in your photograph, but it looks similar from above. The Poliedro is an arena and it is used for concerts, shows, events and fairs.

It is the headquarters of the DISIP, special police. The shape like a globe is because it was supposed to be a shopping center in the 60's or 70's but the project fail, and later the building was designated for the police offices.

Is not an actual globe,.only the roof,.. it's called Poliedro de Caracas...many concerts are held at this place.
