The best city is Quepos, here is Manuel Antonio (national park and beach), Tamarindo Beach in Guanacaste and San Jose is the Capital City

playa del coco.
it is the closest beach town to the ever expanding Liberia International airport and the nightlife/fishing are great.Great surf spots nearby also

My favorite is La Fortuna, it is relaxing, there are hot springs, it's close to whitewater rafting, ATV's , and it's basically close to everything. The shopping there is also great.

I like where I live, San Ramon, about 40 minutes northwest of the airport near San Jose. great climate, lower cost of living, 35 minutes to the Pacific, all services and good medical facilities. We have a growing ex-pat population but the place isn't overrun by gringos! A couple of sites to check out include:

Email me if you have further questions!

I've been to Jaco, Brasilito, Tamarindo, San Jose, and Quepos/Manuel Antonio. My vote goes to Manuel Antonio. I wouldn't call it a "city" though. More like a destination.
