I lived and worked in Mexico, Central and South America for +20 years.. The nicest people (away from tourist areas) in my opinion is Costa Rica, and Argentina. Both have a relatively stable government. Hey the other countries have very nice people too. You just have to look for them a little more. I wanted to retire in Columbia, but the drug handlers make the difference of living, Venezuela is getting to be the same. Belize is great especially if you like SCUBA diving plus they speak English. If you are going to a large area to live you should check the LDS.org site for their Temples. They generally build in clean, safe, sites.
Me, I had trouble with the Federalies in Mexico. Ran into a political protest in Buenos Aires, Almost kidnapped in Columbia, held at gunpoint in Nicaragua, etc...(and I did nothing but be in the wrong place at the right time) So do your homework. The troubles I have mentioned can be found here in the good ole USA. Just look around!!!

Since you said S. America, I will eliminate C. America. If you like big cities I would suggest Santiago De Chile. It has a stable government(no kidnappings) and is in a valley between some picturesque mountains. I also like parts of Argentina. It is inexpensive at the moment and has some amazing stuff(Patagonia and Iguassu). Personally, I like Colombia the best. Medellin maybe one of the most lush and beautiful places ever. Dangers there are greatly overstated. |

Depends on what you are looking for. If you want great excitement I would say Brazil or Argentina. If you like a more relaxed and peacefully life, Uruguay for sure. |

I think it depends on what you like...
The safest countries are Argentina, Chile and Uruguay, the crime rate is lower than the US.
And the country with better standards of living is Argentina followed by Chile and then Uruguay.

well... south america has beautiful countries, like colombia, brazil, argentina, ecuador, venezuela, etc..... but if i was u, i would like to live in colombia, because it is a BEAUTIFUL country, people is kind, gentle, and have a good sense of humor!! and dont believe everything you see on tv, thats not true... u know what i mean, about the violence, if you live in the big cities u wont have that problem! |

I will have to say at this time its Argentina but it depends a lot on your budget. If you like beaches I really dont think Argentina has nice beaches. If you like Spring type weather all year. Medellin, Colombia Cuenca, Ecuador or Cochabamba Bolivia |

I would've said Venezuela, but with all the problems they're having right now with the president, it's better to not go there right now. Though, if it was the same way it was about 10 years ago, it would be a great place to live. They have great beahces, lovely countryside, and nice weather all year round.
I tihnk Brazil is the best to live in. Have you heard anything bad about Brazil lately? No, and that's because they're peaceful, the culture is fun, and the people are nice. Nice climate too. Here's some more info about Brazil:
