My guess would be a combination of cocaine & poverty...

Young people tend to commit more crimes than older people. And Peru has a high proportion of young people in its population.

And another reason for increased crime is poor law enforcement by police.

"Morale is poor, pay is low, and corruption is rampant, which has helped create an overall negative image of the police in the minds of the populace. Police have been known to either solicit bribes in order to supplement their salaries, or may readily accept bribes when offered. Police response to reported crimes is notoriously slow and in many cases largely ineffective. There is a police presence in all major cities and towns, but they are often unable to respond to calls for service and are incapable of proactively fighting crime."

there are different social reasons here the most common:

1.-Lack of Jobs (Poverty) specially in big cities like Lima.
2.-Genetically many of peruvians come from poor places of Spain like extremadura who sufferd of poverty during the XV century, diseases, social problems and wars trying to make away and fight the moorish (arabian people) for about 8 centuries in Spain.
3.-Most of the corrupted leaders in the goverment since our independence took Peru by the wrong way.

I would risk to say that it has more to do with education than poverty. In most 3rd world countries, the poorest people are in the provinces rather than the main cities, but crime is inversely concentrated in the major cities.

Broken up families because of drug addict parents or abandoned children most likely end up becoming future criminals.

Today Peru is experiencing something unusual. Since crime fighters are using state of the art technology against crime, specially in Lima, criminals are now emigrating to the secondary cities in the provinces, like Trujillo, Ica and Arequipa.
