The most developed countries are not the most democatic. It is hard to say, the most developed are Mexico,Brazil,Argentina

Costa Rica in central America and Argentina in South America. The reason I cant say Brazil because it is so large and many areas are undeveloped in Amazonia but in South east Brazil I would say Brazil

Costa Rica. Costa Rica has had a relatively peaceful democracy since the late 1800s I believe, and because of the success of their tourism industry the country is fairly well-developed. I call it a great "starter" Latin American destination. The Spanish spoken there is easier to understand than that of most other Latin American countries, and because of the tourism many of the people in major cities are bilingual to some extent in Spanish and English. It's also safe as compared to many of it's Latin American counterparts. There is a downside though. If you're looking for a country full of culture, this isn't it. Most culture (music, dance, food, etc.) develops and strives in countries that have ethnic diversity and have been through some hard times, and since Costa Rica is lacking for the most part in both there isn't much unique culture to be seen in Costa Rica. That's typically how it works. In traveling to Latin America a person needs to decide whether or not they want to experience alot of culture or be very safe. It's a safe, democratic, stable, and well-developed Latin American destination nonetheless.

I agree with the other answerers about Costa Rica, or may be Republica dominicana too.
But of course not Argentine. They have high rate of unemployment and inflation. Even the corruption is the highest in all South America. They are trying to make a "dinasty" from the presidency nowadays. It was not enough to have Kirschner as president......now his wife is trying to be the next president.

Uruguay is the most democratic country in South America, (politically talking) but too much small to get a good development.

Defintely not the Dominican Republic! I can't believe someone even brought that up. I would say the most Western country is Chile. It's also the one that has the lowest crime rate. Costa Rica is considered stable for Central and South American standards. But it really depends on how you define democratic and developed. Brazil is very democratic and progressive compared to most countries in the region, especially when you think of places such as Venezuela.
I'm probably gonna have to say Brazil, in spite of the economic inequalities. There's incredible wealth in Brazil, and nobody can say it's not a democracy. Plus, Brazil has the largest gay pride parade in the world and it elected a president witha 4th grade education for 2 consecutive terms. Can any other country beat that in terms of democracy/progressiveness?

I would say Argentina, it has the least amount of under poverty line people, and there isnt much of a need for Argentinian to migrate to a different country.

Its definitely not Argentina. It has a very high rate of unemployment and also inflation. A while back I read about some Argentinians migrating to England because of how bad it was in Argentina. Most Latin American countries claim to be democratic but I doubt any really are. It is mostly a fascade where politicians find clever ways to pocket the money.
