What is the order of a Costa Rican childs surnames?

If a child were born to a mother with, say the surname Vegas-Varga and a father with the name Ceciliano-Urenas, what would be the order of the child's surname? Thanks!

In Costa Rica and Latin America, the order used is the following: first the father's surname, then the mother's surname (maiden name).

Example: Father: Roberto Ceciliano Ureña. Mother: Rosario Vega Vargas. Baby: Pedro Ceciliano Vega.

For informal purposes, Pedro may choose to say that his name is Pedro Ceciliano (the father's (first) surname is the main surname). Or he may choose to say both surnames.
For formal purposes, he will have to state both surnames.

In Latin America, you don't need the hyphen. Of course, if "Pedro" goes to the U.S. and does not hyphen his surname (Ceciliano-Vega), when he says his name is Pedro Ceciliano Vega (without hyphen), he will be called Pedro Vega, because in the U.S. they take the last word appearing on a name as the "last name". So in the U.S. he could use just his first surname (Ceciliano).

Edit: I don't want to confuse you, so I rewrote my example using your proposed last names. Please re-read.

In most of Spanish-speaking countries, people have two surnames. The first one is inherited from the father, the other from the mother. so use in this order Ceciliano Vegas
