October: It's still the rainy season and it's the rainiest month of the year. In the rainy season, it rains every day in the afternoon, more or less from 1:30 p.m. to 6 p.m.
November: Last month of the rainy season.
December is the first month of the dry season, also called "Summer" (verano). It is also the coolest month of the year because of some winds that come from the North. It is a very nice month.
January is the second month of the dry season. Dry season means (normally) no rain. January is also the windiest month of the year but it is a very nice month.

I live in Costa Rica in the province of guanacaste. To answer your question...overall..it's hot and humid. In October it rains daily but only parts of the day. Right now it rains either in the afternoon or through the night. November and December are dryer mos. In November you will still encounter slight rain. it also depends on where in Costa Rica. San Jose is colder and rainier. Guancaste is dryer.

Homeless is right. The only thing that I would add is that December and January can be pretty windy. Temperatures are great however for the whole period that you indicate.

October/November are still humid and rainy, December - February is definitely the best time to go! While you're there, go to Panama, too! Boquete and David are two great small towns to visit!

Boquete is near the Costa Rica/Panama border and has cooler weather because of the mountain elevation. David is more hot and somewhat dry. You can fly or take a bus to the David/Boquete area.
