Hi: On the top of the list of best educational sistems in latinamerica you will find Cuba and Uruguay.
If you don't believe me, go and search about the latest rates international organizations like UNESCO have published.
About Cuba I can not talk for sure, but about Uruguay I can tell you that the quality of the education has always been excelent, just there's no money enough for supporting it too much. But in Uruguay Public education is as good as private and University is for free, I mean you don't need to pay for studyin in state University because it's for free and for all who can pass highschool. Also he level of the education is high; you can see that when you find that several doctors from uruguay (who studied all their careers in Public Education, even public university) have achieved great level outside Uruguay in developed countries that are at the head of research and technology such as Canada or countries from Europe.
I advice you to search in UNESCO for the latest report about education in latinamerica and how these countires are ranked; don't just believe in what the people says just like this, because our hearts can make us blind about reality; even me I can be a bit blinded as an Uruguayan. Really, check out UNESCO's results and you will see I'm not a liar.

It sure is interesting to see these answers from people whom obviously have never been south of Texas. Well I have been to South America 11 times I speak fluent Spanish and decent Portuguese (Brasil). And by the way Mexico is not considered part of Latin America nor is their education system worth two pesos. Even if you do consider Mexico, you need not look any further than the dregs that sneak to this country to work that cannot even speak, read nor write Spanish to discover that no organized system exists in that despondent country.

Argentina and Chile are good guesses, but to Cuban cigar.

The best education system in Latin America, as the question was prosed, is Colombia. Like the US, each citizen is required to go to school. No matter how desolate the location is, the citizens receive education via their system of education. Further proof can be found in the fact that many (a lion's share) of the journalists covering Latin America are from Colombia. Colombia's Spanish is the Castillion Spanish, which is most similar to Spain's Spanish.

I give Brasil credit. They do have excellent universities. But they do not even place in my eyes only due to the fact that many of their citizens receive no education. Argentina is second followed by Chile, 3rd.

Indeed the question is a wonderful question as we all need to stop guessing and actually learn cultures.

in latin american studies class we learned how costa rica has the best education in latin america. children go for free and all of the supplies are given to them as well. most people there actually go to college and get higer deegrees.

The Public education system in latin America...... is somewhat poor...... and subject at any time to walk offs by teachers..... there are however many OUTSTANDING American Schools down here....... most are Bi Lingual and some are even Tri Lingual from grades K up

Brazil. *EDIT* actually no, it's Mexico.

The University of Sao Paolo has been ranked the best university in South America, according to both the "Shanghai 500" ranking and the Times Higher Ranking.

Outside of South America, but Latin, Mexico is the best. Mexican high schools outperform Brazil in the OECD's comparitive test. National Autonomous University of Mexico outranks Sao Paolo.

Having said this, no South American university ranks in the top 100 Northern and Southern American universities (i.e. there are over 100 American universities superior to Sao Paolo). In the OECD's comparative test, Mexico was consistently second from bottom, Brazil was consistently the worst. To be honest, you don't go to South America for a quality education.

Costa Rica may give lots of resources to education, but they don't produce any universities of internationally ranked repute.
