Would be a good idea to research several countries, narrow down the choices, then visit the countries on your short list. Some countries are dangerous for American citizens, some have poor economies, some have great internal problems. Do you speak Spanish, or Portuguese? You also need to research the counties you have an interest in for ease of obtaining a residence visa. Also, if you plan to work, you need to research work visas and employment opportunities. You can use the second website to read the U.S. State Dep't info on each south American country. Each country information sheet includes a link to the embassy of that country so you can check on visa info.

If you're on a budget Central America is nice; but many things are considered luxuries and will cost you. Countries where you can live on $800-$1,500 (house/apt, food and some luxuries included) monthly comfortably are Nicaragua, Belize and Honduras, other countries also have many cities which are affordable.

In South America i personally love Venezuela (Caracas, DF, Maracaibo) and Ecuador. Peru also has cheap cities to live in comfortably at the $800 a month range. Large cities like Buenos Aires in Argentina and Rio de Janeiro and Sao Paulo are beautiful and mostly expensive, it will be somewhat of a hassle to find cheap living places there, but not impossible to find somewhere cheap in town about 20-30mins from there. It all falls down to what you're looing for and at what price.
