Well, really it all depends on what you're asking... i'm sure a really small town in the southern andes or in patagonia has 0 crime, while larger cities in the same countries have higher crime rates.
Montevideo, Urugay has the lowest crime rate in south America of any major metropolitan area. Santiago, Chile is pretty safe as well, although it's deteriorating. |

I think you might be surprised at how safe cities in Colombia can be. Of course, anytime more than a dozen people congregate, you could be mugged. |
