I went in the Guanacaste Province (Papagayo) on the Pacific Side. All arrangements were handled by Bill Beard's Diving Safaris. My divemaster was awesome and I was able to bring non-diving friends with for only $10pp so they could snorkel at some cool sites.

Parque Nacional Cahuita is one good place. Reefs come right up to the beach. It is at the city of Cahuita on the Atlantic coast just north of Panama so there are plenty of places to stay. It is about a 4 hour bus trip from San Jose. Buses are an excellent means of transportation in Costa Rica and cheap but you have to keep an eye on your belongings. They tend to walk away. Bus fare is 3,250 colons--less than $7.00 at 500 to the dollar. Direct buses leave at 6:00 am, 10:00 am, 1:30 pm, 3:30 pm from Transportes Mepe route 750 from the Grande Terminal del Caribe at Central and Avenida 13 y 15.

When is a little more problamatical. The dry season is from November to April. That is also when all the tourists tend to come to Costa Rica and when the hotel rates are the highest. For scuba diving, I suppose whether it rains or not is not all that important.

The Catalina Islands in the Pacific of the beach at Tamarindo are considered good. Water is 40 to 80 ft deep.

The Coco Islands off the Pacific coast of Costa Rica are considered World Class diving destinations; Deep water and Large fish viewing is best in these places. Hammerheads meet up in the spring to mate off the coast here, literally thousands of Hammerheads all around..just amazing.
This is for very serious divers only as it take a special permit and 1 night boat trip to get out to the Coco's.

The other area that has decent diving is the Papagayo area or Playa Coco area of the Guanacaste. Cahuita is a good snorkel destination but it is not like what most people think when they think of Caribbean water and snorkeling.
In all honesty, most locals dont go to the Caribbean side and have never been there at all.
