Best time: Late December - January
Dry season (no rain), sunny most of the time, nice weather, the city is less congested, parties, New Year's eve, etc.
Tickets: Miami and Bogota are the best options, both are close and have good prices. Get the tickets as soon as possible, fly during the week (tuesday/wednesday), etc. |

I would say between December and January is the most annoying time to travel. Tickets are overpriced and is when you'll see more people traveling. |

Depending on where you live it may be cheaper to fly into margarita isle. and take the ferry in. I know I have seen last minute tickets to margarita in the spring for supercheap. |
