Definitely I suggest inside the Miraflores district. Is safe and has a lot nice places to visit nearby. Check out here for lodging and I would recommend MIRAFLORES HOUSE & BACKPACKERS VAN EXPRESS:

Try taking Surfing lessons or Hang gliding!

Angel Inn Hostal in Miraflores is pretty cheap and really clean. They have dorm style and private rooms.

they are located off of 550 Porta. Ring the top doorbell!

If you want really cheap and can access the information online about where you can stay....Check out the following website:
www.hostels.com

The site breaks down the hostels in Peru into regions and cities. It will tell you the availability and the rates. It really is a great website and it definitely for the young, adventurous, budget or all three traveler!

I honestly have never stayed in a hostel, but many people that I know who have had really enjoued it and had no problems. ***It it better though to go with someone you know or to get a private room**** However, must of the guests are courteous enough to not: rob you, have sex in the next bed from you or keep you up through all hours of the night. Plus, you will might a lot of new friends this way.
Good Luck! Hope that this helps :P

I normally stay in Las Palmas in Miraflores. It is a clean hotel for about $25US a night.

You can find many inexpensive hostels (under $15/night) in Miraflores or Barranco. Most of them are listed online.
