It all depends on two factors: 1) How much time do you have to dedicate to learning Spanish. 2) How much money are you willing to spend.
Without a doubt, the best way to learn is through total intensive submersion. I would recommend taking a few classes locally regardless of your location. This will help you build a stronger foundation and make your submersion experience much more beneficial.
In regards to learning good Spanish, I highly recommend Spain or Costa Rica. Spain has the purest form of Spanish. However, it is the only country in Europe where Spanish is the principal language. On the other hand, studying in Costa Rica is a good option as well. Regardless of the slang, Costa Rican Spanish is very well spoken.
A six to twelve month submersion program is recommend. If you choose Costa Rica. This experience will be much less expensive. Spain is considerably more expensive, but the programs are world-class and Europe is always an amazing place to visit. |

there are zones that speak a slightly different Spanish, in Spain they speak "spanish spanish" (really thick, and is not the best, is just different).
the "vos" is not spoken in Chile, only in Argentina and Uruguay, they've modified more the language than anyone else so it's not the best place. Ecuador, Peru and Bolivia use a similar accent, it's easier to learn because they speak really slow, more than others. Venezuela, Colombia and Panama are in the same "accent zone", it's quite tropical and funny, also they tend to speak int'l spanish (that is similar to the accent that Latin american channels use for the entire region). central american and Caribbean "accent zone" is one of the worst because they've integrated too much english to their daily conversations and they speak way too fast.
Mexico and Guatemala speak similarly. also they speak very fast and Spanglish is very much the common rule. |

real spanish...in spain or peru (south america, near Chile and Ecuador) in Peru cuz is cheaper and they dont use the "vos" as argentines or chileans. I come from that country and sometimes i cant even understand others latins talks...i just can understand spanish people |

The best country to learn good spanish is Spain. Spain is the oldest spanish speaking country in most of the history. I took two years of spain spanish and enjoyed every class. |

SPAIN if u want to learn the official spanish, if u really can't go there and want go to south america to learn try argetina, why cause overthere is one of few spanish country(non spain) has pure spanish little or no local language. and alot spanish born in there unliks most other spansih country too many indian. |

If you want to learn "correct Spanish" then head to Equador, Colombia and of course Spain!
If you want to learn the Spanish spoken in many parts of S.America that uses the "vos" term come to Argentina. You will also find it a damn site more economical than than the previously mentioned countries due to the weakness of the Peso. |
