I travel to Costa Rica at least ten times a year so I know this destination pretty well. There are so many options nowadays that it mainly depends on what type of budget you are on.
The place to go is the Guanacaste Province. Some of the best hotels to visit are Punta Islita Hotel (luxury boutique), Tamarindo Diria Hotel (midscale full service hotel), Paradisus Playa Conchal (all inclusive Five Star Resort) and the absolut best option if you have the budget is the Four Seasons Papagayo Resort (upper upscale luxury resort).
The best time of the year to go is from January through April and I recommend that you fly into Liberia International Airport (via domestic flight) because the roads are awful in Costa Rica.

I have read some of the other answers, and here's mine.
I also live in Costa Rica. In the Southern Zone. It all depends on what you like and your budget. Guanacaste beaches along with Quepos & Jaco are very built up tourist areas, ergo expensive. Take a look at Playa Zancudo (search it.) Much cheaper, less built up (no big hotels) just a lot of small individually owned and operated cabinas. Los Cocos has individual cabins with hot plates and small fridges 50 yds from the beautiful beach. Fishing is great, the surf is up, and the folks are very friendly. You fly Sansa from San Jose to Golfito (where I live) then take a 30 minute boat ride to Zancudo.
Wherever you wind up I'm sure you will have a wonderful time. It's a beautiful country with nice people.

They have a Best Western. Stayed there in 2000 and got married on the beach, hotel is nice. Depending on how long you are staying in Costa Rica I recommend that if it is a two wk holiday stay there for a week and then backpack around.
Tamarindo has a great beach along with terrific restaurants, bars, shops, vehicle rental places and cheap a s s beer (General Imperial is the local brand)!

The town is also very safe.

I live in Costa Rica, the best hotel I think is The Four Seasons in Papagayo, it is where all the celebs stay. You should definetely go to Guanacaste, best beaches in the world. You can fly to San Jose, but I also think it is best to go directly to Liberia. Other great places to visit include the volcanos- Arenal, Poas, Irazu. San Jose its only worthy if you would like to see a little bit of history, but otherwise I don´t recomend it. Be aware of your personal bellongings, people steal here, specially in San Jose, but try not to go about with expensive equipment showing. You can also visit Limon, it has beautiful beaches. We have small amusement parks, nothing big, like Parque Nacional de Diversiones, Inbio park (ecological interest). For the best price on souvenirs, you should go to small stores on the road, and you should ask someone native to buy them for you, and to bargain. You can also do extreme sports, like rafting, canopy, bungie, they are secure and fun. But in general it is a great country, and now is excellent to visit because we have great climate. I hope it helps.
