You can get a great exchange rate in Bolivia (probably the highest in South America), but you would have to sacrifice modernity and safety. I personally recommend Peru. There are a ton of cheap or free things to see and at $1.50 a meal (for really good food), I wasn't complaining about the prices. |

I can tell you where you get the worse: Venezuela.
Costa Rica exchange rate is 510 colones, but in Nicaragua your dollars might be worth more if you use them there. It all depends where you wanna go, but it is always safer in a bank. |

Sounds like a trick question. It is always better to use an ATM to change money. Unless you use the black market which you may end up with fake bills. Also, the dollar is on a strengthening spree. And then again you have to take into consideration the cost of living in other countries.
