I live in Central America and have visited all, including Mexico. Guatemala, El Salvador, or Honduras are all very inexpensive to visit or live. They are reasonably safe, people are friendly and helpful, there are many things to see and do and the ladies are beautiful. I would have included Mexico in the list before as well but with the drug related wars and killings I think Mexico is not a good place to be right now. Javier, I did not give you the thumbs down.

Go to Antigua Guatemala and study spanish! You can stay with a local family (includes all meals except on Sundays) for less than $100 for one week. You can study one-on-one with an experienced teacher for 20 hours for another $100 for one week. When you aren't in class you can climb volcanoes, go to the beach, explore local villages and markets, or chill out in the Central Park and do some people watching. Local bars are full of local beauties, cheap cerveza, and good music for evening entertainment. Learn to dance salsa and merengue and join in! Antigua is safe and scenic. You can't go wrong there.
