Sandboarding is well known in Ica, you can take the bus to get there is a 3hrs bus ride. There you can go to Huacachina (is an oasis and a place where most of the turists go, very beautiful place) and there are 3 hotels that give you the service of sandboarding, you can contact them when you get there.
Best bet is Ica... like others said Ocucaje, Huacachina are places that offer that nearby.
If you have time you might want to check out the Nazca Lines, Paracas and Pisco.
