The answer depends on why you want the property.

If you are looking for investment, you must follow the old adage, "Buy low, sell high".

For investing, the low prices and the next big boom will be in the Azuero Peninsula of Panama.

The reason is that Panama City, Bocas del Toro and Boquette are already built up and established and prices there are now quite high.

The Azuero is beginning to catch on, so that would be a good place to look for raw land as it is still affordable. As more people discover it, prices will rise.

If you just want to find a nice place to live, then go further west than the Azuero, or go north east of PC in an area that is less populated.

Raw land further away is still very cheap, but you will be far from the conveniences and amenities of the city.
