go to the caribbean and the weather should be great. in the pacific it will probably rain and most places dont have snorkerling. southern limon like puerto viejo or cahuita will be great! (if you go to puerto viejo or cahuita ask for the restaurant "Pecora Nera" and anyone will know it, it is the BEST restaurant in CR! and i have been everywhere. trust me, go there and you will eat fabulously!)

well its rainy season then,
cocos island isnt best for snorkelling to many hammerheads.
head towards the atlantic side limon is a good starting place or lower pacific side away from the bay,but sharks are plentifull in that area still.
carib. side is clearer for snorkelling.
just avoid fresh water inlets caimen and crocs

Cahuita, Manzanillo and Puerto Viejo! Limon

In September I would say Cahuita on the Caribbean but there are sites on the Pacific. The rainy season is not the best for snorkling and except perhaps Isla de Coco CR doesn't have fantastic snorkling.
