When we first moved here a couple of years ago we had Sprint telephones and Sprint service. We came from the US with them unlocked and we only able to receive calls and not place calls. We have taken may cruises and have been able to use them in various ports in the Caribbean to make calls, but here we could only ever receive. One note, we did not pursue the whys of why we couldn't call out.

Have you considered getting a phone there instead? (I recommend doing that if you are going to be there for longer than a month)
It's only $20-30 for a basic phone (from cable & wireless or movistar) and then you load it up with prepaid minutes. Depending on the special it can be 3 cents per minute for local calls and 15 cents per minute to call the US.

It doesn't matter. If you get the phone unlocked at a cellphone repair shop it can used on any network anywhere.
