Improving? Colombia. It has improved so much in the last few years. I really think it's just great, in every sense.
The quality of life is pretty much the same everywhere, it depends, as it happens in most of the western countries, on how much money you can spend on making your life comfortable.
In all the countries you can get anything you want.

he is asking for south America so if you want to live in a good country i would say Brazil has a good economy but if you speak Spanish choose from Argentina,Peru or Chile;
Argentina has been improving and is overcoming the slowdown that almost took the country to a financial catastrophe. but still has nice cities and lots to do.
Chile has a good life standard and i a good place to live
Peru is booming in the resent years what started in Chile in the 80s now starts in Peru since the year 2000 basically is that any business that you put sells and sells a lot their economy grows 8% a year and the utilities are very very affordable the sol (currency) is very stable compared to other countries the exchange is 3 to 1 Us dollar, that is why is so attractive for companies to establish in Peru.
the least attractive would be Bolivia or paraguay even Ecuador is a bit better but not like peru.

Not to be rude but Costa Rica isn't in South America.
I vote for Argentina!! It has had it's problems with the government and continues to struggle but they are working hard to get out of debt. It is a wonderful country with wonderful people and tons to offer! |

Argentina's the best not only of south America but of Latin America.
Bolivia would be the worst of south America, and if you want to know, Haiti is the worst of Latin America (YES, it is part of Latin America since French is a Latin language). |
