I have lived in Costa Rica for the past 10 years, and I guarantee you you will be treated with respect, and welcomed with open arms. The people are friendly, pleasant, and mostly mild mannered. Of course you don't want to walk around some parts of the bigger cities alone or at night. (But that's anywhere in the world)
I have visited Panama several times and find the people less than freindly. One bar in Panama City refused to serve me as a single woman. I was mad and found 2 winos then went back in and ordered 3 beers LOL>

I've been to Costa Rica and I had a great time. I was well-respected (except for the occasional whistle or cat-call) and the people were very friendly as well. Costa Rica is a great place to visit in Latin America as far as safety goes. While it has some crime problems (pickpocketing, thievery, etc.) they are largely crimes of opportunity as opposed to crimes of violence or assault, as occurs in some other Latin American countries. Costa Rica is also an ideal Latin American country to visit for the English-speaking traveler, as tourism is a big industry there and many of the local people in tourist-y spots speak some level of English. If you've never been to Latin American before, Costa Rica is a great place to visit.
